Caring for the Coast and Parks of the Great Ocean Road
The Great Ocean Road Coast and Parks Authority (GORCAPA) is the dedicated park manager for the coast and parks of the Great Ocean Road, including the Port Campbell National Park, Twelve Apostles and is the operational manager of the Keeray Woorroong Visitor Centre. GORCAPA’s role is to:
- enhance and manage public land, marine and coastal assets within the Great Ocean Road coast and parks.
- To control and manage land in the Great Ocean Road coast and parks for the benefit of the environment and current and future generations in a manner that protects and enhances the land, including its natural and cultural values; and provides for the land and sea to be appropriately used, enjoyed and appreciated.
Sculpted by Time, Sustained by Care
These limestone stacks began as part of the mainland cliffs up to 20 million years ago. Relentless Southern Ocean waves carved them into caves, then arches, then the towering pillars that stand today.
Erosion continues at around 2cm a year. Two stacks have collapsed since 2005, a reminder that this coastline is a living, changing place, not a fixed monument.

The Eastern Maar and Wadawurrung Peoples are the custodians of the lands and waters encompassed by the Great Ocean Road region and have been for millennia.
We acknowledge Eastern Maar and Wadawurrung Peoples as the Traditional Owners and custodians of this place.
We acknowledge, respect, protect and promote Aboriginal cultural values, practices, heritage and knowledge.
This approach helps us involve and partner with Traditional Owners in policy development, planning, and decision-making – integrating their bio-cultural knowledge and land management practices into the way we work and manage public land.
Conservation Programs
With support from the community and volunteers, schools and other partners, our Conservation Team makes a significant contribution to conservation efforts along the Great Ocean Road coastline.
